The construction, overhaul, renovation and removal of asbestos-containing structures or materials done throughout the ships exposed all present to risk, whether they were directly involved with the work or not. Officers whose duties took them all over the ships were at particular risk whether at sea, in shipyards or while docked for routine maintenance.
