The Wintun people have resided in what is now Glenn County since long before any recorded history. Unhappy with how their tax dollars were being spent by politicians in a far-off county seat, locals were successful in 1891 in creating Glenn County from northern parts of what had previously been Colusa County. The county was named for Dr. Hugh J. Glenn who had been the area’s largest landowner. Glenn, originally from Virginia, schooled in medicine in Missouri, and having served in the Mexican-American war, had had some success as a livery stable operator during the Gold Rush, and moved to this region in 1868 purchasing some 45,000 acres of land, cultivating much of them in grain. Quickly Glenn become the largest wheat farmer in the entire state, earning him the moniker of being the “Wheat King of California.” Publicly minded he served on California State Board of Agriculture and ran for governor in 1879 on a joint Democratic/New Constitution ticket but lost to Republican George Clement Perkins. In 1883 Dr. Glenn was tragically ambushed and murdered by a disgruntled employee and only swift action by local authorities prevented the lynching of his killer by a mob outraged at the assassination of their most prominent and well-liked citizen. Much local history and artifacts of the early farming community can be found at the Willows Museum, a volunteer operated institution located in a former Carnegie Library at 336 West Walnut Street in Willows. Call ahead if you wish to visit as its hours can be erratic.

This historic Gothic Revival building has been in continual use since it was completed in 1894. It originally featured an ornate dome that was removed for safety reasons in 1951 as it had been damaged in an earthquake. That dome had quite a story — during the construction of the Glenn County courthouse and jail, a rumor spread that the contractor was about to go bankrupt before the work could be finished, the Glenn County Board of Supervisors then ordered that a dome be added in order to help the contractor to remain in business. Today it can only be seen in photographs.
The Main Courthouse in Willows houses Departments 1 and 3. Department 2 is located at a second court facility located at 821 E. South Street in Orland, adjacent to Lely Park. The Superior Court of California in Glenn County is served by two elected judges and a commissioner who may hear certain matters.
