The city of Highland is located in Southern California in San Bernardino County. According to the 2022 census estimates Highland has 56,705 residents. Although Highland was settled in the mid-1800s, it was incorporated as a city on November 24, 1987.
The indigenous people living in the Highland area were the Yuhaaviatam or ‘People of the Pines’ which were a clan of Maarayam (Serrano) Indians. The Spanish missionaries called the Yuhaaviatam native clans, Serrano Indians. Many Serrano Native Americans were forced to work within the Spanish mission system. Many Serrano Native Americans died from European disease, including small pox. In 1885, the Serrano Native Americans were relocated to the San Manuel Reservation. In 1891, the San Manuel Band of Mission Indians were federally recognized as an American Indian Tribe and a sovereign nation.
Highland lies in the northern and eastern part of the San Bernardino Valley, running along the southern base of the San Bernardino Mountains. American settlements began in 1856, in the north east area (presently 5th and Orange streets) and was known as Cramville after John Henry Cram and his sons settled the area. In 1857, to the west of Cramville, Henry Rabel, purchased a total of 120 acres in the area which was known as Rabel Springs, because of the natural springs and wells in the area. Rabel built commercial bathhouses, a motel and marketed the area to tourist as medicinal springs. In 1864 the Arrowhead Springs was built near the area as a resort. In 1887, Harlan Springs also opened nearby with a swimming pool, bathhouses, an entertainment hall and picnic grounds. These hot springs made Highland a tourist destination.
Highland was an important supply center and passage road for miners traveling from Los Angeles to the gold mines. In approximately 1848, the old Indian trail was used to carry supplies to the gold mines in Bear Valley. In 1860, the original Santa Ana Canyon road (which meets up at Orange, Riverside and San Bernardino Counties) was built to travel to Bear Valley. The original road was destroyed by the Santa Ana flood in 1916. However, a new route 91 was relocated and built to replace the original Santa Ana Canyon road.
From 1883- 1888 water was provided from the construction of the North Fork Water Ditch. In 1884, the Bear Valley Dam was built which supported the vast orange and lemon groves. In 1891, the Santa Fe Railway built a line to transport the citrus from the valley and lumber from the mountains. The last lumber mill closed in 1914.
In 1897, the first post office was established in a grocery store. In 1899, the Messina Post Office moved to the Santa Fe Depot and through a petition the settlement changed its name to Highland. Subsequently, Highland’s downtown district was moved from Baseline to Palm and Pacific Avenue. In the 1990s, Highland’s downtown district at Palm and Pacific Avenue, was designated a historical district in the National Register of Historic Sites.
Today, Highland’s agricultural past has given way to an urban-suburban residential community. It is centrally located with close access to Palm Springs and Southern California’s major cultural and recreational attractions. Highland has several outdoor trails and parks as well as, access to outdoor activities in the nearby San Bernardino Mountains and the Orange County Coast line.
