After World War II there was a real estate boom in the Los Angeles area. World War II veterans armed with the G.I. Bill mortgage benefits were looking for homes in the area. In 1949, the Lakewood Park Company was formed and publicized its plans to build “Lakewood, Tomorrow’s City Today.”

In 1950, the Lakewood Park Company started building one of the nation’s first postwar planned housing development. The Lakewood Park Company built 17,500 homes in an assembly line style. Lakewood quickly grew from a small town to approximately 70,000 residents. 

The city was developed according to the novel  “Lakewood Plan.” The Lakewood Plan delineated a dual system of  government, i.e., Lakewood would maintain municipal control of the city, and would contract with Los Angeles County to provide the required government amenities, such as, policing and fire department services. This novel contract system of government was adopted by about 25% of California cities and has been utilized throughout the nation.  Today, Lakewood is a bedroom community for the surrounding cities.
