The North Highlands area has a total of 8.831 mi. square miles of land. In the early 1900s, North Highlands was an agricultural area used for dry farming and ranching. In the 1930s, North Highlands population increased when McClellan Air Force Base was constructed by the U.S. Army on the western boundary of North Highlands. Significant residential growth began in the early 1940s with the development of Planehaven, North Haven and Highland subdivisions. In the mid-1950s, the Interstate 80 highway was built and North Highlands experienced another population boom.
McClellan Air Force Base bordered the North Highlands area. McClellan Air Force Base operated from approximately 1935, to July 13, 2001, when the base closed. At its height of operation, the McClellan Air Force Base employed up to 26,000 people in the Sacramento area, including residents of North Highlands.
In 1995, the Base Realignment and Closure process announced that McClellan Air Force Base would be closed. About 11,600 jobs were lost. However, the United States Coast Guard remained operational at McClellan Airfield, formally known as McClellan Air Force Base. The United States Coast Guard is the only military tenant of the McClellan Airfield, and its operations include, patrol and search-and rescue missions.
The closure of McClellan Air Force Base forced North Highlands leaders and Sacramento County to develop a plan to bring new businesses and industries to the area. McClellan Air Force Base eventually became McClellan Business Park and is now home to hundreds of private companies, as well as state and federal and local government agencies.
North Highlands is an unincorporated area near the city of Sacramento. North Highlands is a Census Designated Place (CDP) and part of the Sacramento-Arden-Arcade-Roseville Metropolitan Statistical Area. A CDP, is the statistical equivalent of an incorporated city. A census-designated place does not have permanent boundaries like a city and there is not a city council, within the area’s borders.
